I'm with coop...MD cutting into the devices, not adding to them. Anothere telltale sign is MD on the mint mark.

I don't know, I'd like to see it in hand but I think it does have possibilities. From the way it looks I take it this is a 69-S proof? Oops missed in the OP that it was in a proof set.

Well seems 50/50 opinions so I will attempt to get better pics. I am not good at taking pics, but will keep trying. Thanks for all the opinions here. And yes I know the BIG ONE is dominate when it comes to seeing the doubling, I am not suggesting that this coin is that one. But I am seeing some notching, and it may be nothing. Hence my name.

The doubling does look rounded and not sharp, so more like a DDO to me. It isn't the big one, but it looks like another DDO.

Not sure what your asking. But on the last few images I see Machine Doubling. Where this happens, do you see how those devices are reduced in size? On a real doubled die the devices are enlarged with the doubling on the die and not created because of die movement IE: Machine Doubling.  On a 1962 Proof you can see the devices enlarged:
