Looks like split plating which is uncommon for this year. Air reaches the zinc underneath and start zinc rot. Not pretty, but happed a lot on the 80's cents.

I actually have seen several for the '90s as well. I agree about the split plating though...you can sometimes see the zinc poking through on these.
