Impressive lamination!

Looks like it may have started before striking, and the part sticking up resulted in the 09 being weakly struck.

I just checked e-Bay and there is no match but similar ones are selling for less then $10.

Possible it might have started like that but only started peeling later on. (I feel the upset mill loosens these during this process. as it pushes on the out edge of the coin) But the strike happened with it all in place. It would have a greater value as it was on the first year the coin came out. It would be more interesting to an error collector than normal coin collector.

lamination - really a bad one too.
I would like to see a full picture of the obverse of the coin.
