Are you asking about the grade? or the the marks on the shield? I would grade this coin MS64RD with PMD (Post Mint Damage) probably scratched either from the mint machinery, or possibly in a coin counting machine, after it left the mint. Most coins are counted and rolled in Amored Cars now, gives the guys inside something to do while they are driving from pickup locations. The mint ships the cents in bags of 5000 at a time, so finding ones that haven't been jostled, banged around and scratched from a counting machine is tougher these days than it was say 30-40 years ago.

I have seen this on a lot of LSC's and wonder if the die is damaged. Notice that the damage doesn't effect the lettering which is below the surface?

The mints haven't used bags of 5000 for years. Don't recall the details, but it's more like skids weighing in excess of a ton each.
