Can Arcadius RIC IX 7 Alexandria have a "T" in the right field?

What looks like a T in the right field:

(I know it looks like the mintmark is gone, but under the right light and angle I can see "LE" in "ALEA")

For what I can see I believe the reverse is Gloria Romanorvm, emperor with two seated captives. If so that there is no T for RIC IX 7, but there is one for RIC IX 60, Antioch mint.

Sorry for not mentioning this earlier: he's being crowned by God on the obverse. Let me post a pic.

I would be quick to accept the Antioch ID but on my example of RIC 60 both the T and the cross on the other side are large and bold making me concerned that there might be another answer from another mint that I have not researched.

I've combed the internet trying to find one that's the same as mine, and/or find info on it, but nothing turned up. This one has me stumped
