1971 Proof Set Error?

A friend of mine was looking for some information on a 1971 Proof set that might have an error. Are these sets supposed to have a D nickel? If they are not, how would this Nickel get into the set?

The Blue set has the following coins:

P Cent / S Cent
P Dime
P Quarter
P Half
D Nickel

These are mint sets, not proof sets. One set of business strike coins from Philly and Denver.

Some people might put a premium on a packaging error but IMO, it devalues the Mint Set a bit. I say that because someone will typically purchase a Mint Set to obtain all business strike coins issued that year, your set has two nickels from Denver but none from Philly so it is essentially missing a coin.

Retail value is about $5, it was the first year without any silver content.
