So, basically with these, you're paying about $85 an ounce?

Ya basically you are paying about $80oz, but stop beating yourself out. You paid $20 for a $20 coin...Same dollar amount! This is the 3rd coin of a series and the first 2 sold out at the mint within like 30 days. This coin will sell out fast. YOu must be looking at the investment side of things (silver content) in which case you will find that on ebay that the other 2 coins are going for about $30 each or more, so in the end you will come out ahead. Are these coins that are sold direct from the mint reserved for Canadians only? Can't remember. Hey someone help me here......

You can't buy just one. If you are in the US, I believe the shipping is like $12-13. Pretty much buying the max is the worthwhile choice.

I live in Seattle, and was wondering if I took a commemorative throught customs, would I have to pay a fee? Would this be applicable to Canadian silver quarters and half dollars?

^^^ Treat them as face value coins... which they are. I think the limit for cash is $10,000 before you have to declare it.
