1967 LMC Error?

The pics aren't that great but the best I could get because of glare and the camera that I have, sorry. The cent is steel; I scratched the side of it and no copper underneath. It weighs 3.1 and I'm wondering if this is some type of novelty coin. When placed beside a copper cent, it is the same thickness, and carries all the same details.

The 1943 steel cent weighs 2.7g and a copper cent 3.11. Does a magnet stick to your 1967?

If it doesn't stick to the magnet, then it isn't steel.

Most likely plated with some other type of metal or maybe even painted?

It looks really pitted/corroded though.

the coin isn't pitted or anything it is some sort of discoloration, added color probably, but that and the glare doesn't help. I did scratch the edge of the coin and deep enough to know that it isn't plated. At first I thought it was just a penny painted with a marker or something.

If it weighs the same as a normal copper cent, then there is no other explanation besides a post-mint plating(electroplating adds a negligible amount of weight). A different composition would have a different weight.
