This line runs around the entire collar and is not exactly centered on the collar ... any ideas?

I noticed this on 5c coins some years back, and although I don't know what causes it, I found it to be extremely common.

It might have been in 2006, but I can't be 100% sure when it was. I had heaps of the coins put aside, but when I realized how many there were, I put them all back into circulation.
