ID Challenge- 4th Century Thessalonika With No Text

Hi everyone, this coin is from an uncleaned lot. On the reverse I can see the mint mark, "TESA", and the image of victory advancing left quite clearly. However, the obverse is another story. I can see the bust quite clearly, but the planchet seems to be so small that no text appears on it. Is there any way to determine which emperor this is? Thanks!

According to Helvetica's, the mintmark "TESA" on a reverse of Victory advancing left can only be one of three Emperors:

Valentinian I
Valens
Gatian

However, without another discriminator, I don't think I can narrow it down any further. I'm not an expert on the bust type and the image is not distinct enough for me. Perhaps someone else can see something. Sorry.

Well, to me the bust doesn't look like Gratian. But I can't really see anything else that would help determine the emperor.

jwharper & ValiantKnight- Thanks for the input! You guys have really helped me narrow it down. I agree that it does not look like Gratian. I just wonder if there is now any way to tell if it is either a Valentinian I or a Valens.
