Here's an enlargement of the reverse where hairlines are the most prevalent. Note they all move the same direction.

The uniformity of color on the surface suggests to me that it's been dipped and the lack of any rub on the high points suggests the retoning was intention and done quickly. Older cleanings and retoning will show some amount of rub on the high points from storage and handling.
If you look at it and it looks dull and flat, that's a quick signal.
