Think about this for a moment. The rule of thumb in grading is, "give the grade of the lowest face." But coins wear evenly on each side - the obverse won't wear faster than the reverse. This coin looks VF on the obverse, and AU on the reverse. It's absurd to me to think it "wore" like that, so the obvious answer if that the obverse die was older than the reverse - such was common among Morgan strikes.
Especially with Morgans, I tend to grade by the best face, because that's more reflective of the actual amount of circulation the coin saw.
