I found this going through a few old coins from a safe deposit box. You can read the "E PL"where the layer is missing, the effect is like you are viewing the letters through a clear gel. and the bit overlapping the "RIB" does not continue past the rim. First is it an error? then what is it classified as and what may be a approximate value?
I agree with coffeecup it is a lamination error ,, and its value is sligtly over melt for the coin due to the condition,, find one in mint state and this story changes significantly .
