VF-30 with some odd stuff going on in the surfaces. Is it pitting or really sharp pointed hits? I can't tell from the pictures.

I thought it might have been pitted but then I got looking closer. I found out that it's just some specks of stuff stuck to the surface. I gently wiped a small part of it and it came right off.

Never wipe a coin like that. In the future buy some pure acetone and dip the coin in it. If you easily wiped it off it would have came off quickly in acetone. Acetone will remove organic matter amongst a slew of other things without affecting the toning or harming the coin in any way. You just dip it and let it air-dry, no need to rinse or anything. It will evaporate very quickly. Any time you wipe, regardless of how gently or what with you create hairline scratches.

Thanks everyone for your help and opinions. I figured this coin was a bit risky when I bought it. Fortunately I didn't pay a lot for it.

I would go with VF-30 with a bit of rim damage on near the tailfeathers.
