It's Russian. I believe I can read "two kopecks" on the banner under the dragon. The monogram is one of Elizabeth.

Thanks, I kept trying all the Swedish, Danish, Norwegian etc...just not far enough east.

It's a Russian coin. Coins of that era are normally overstruck so yours might be one too. Definitely looks to be in a nice conditon - betters photos would help.
