Again, it looks like an RPM, but we need a clearer photo.

With any luck I'll try again. By the way I can't recall what a RPM is and it is not in the glossary. What is an RPM?

Thingee,

amac44 is right someone will say Machine Doubling and that is what it is,based on the picture.Decent shot, but looks like you moved a little.
Also,I believe that MM are cut directly into master hubs and no longer
hand punched which eliminates "RPM's".I think they started doing this in the late 80's or early 90's.Someone else may know the time frame.

Below are two of the best shots I have of RPM's(Repunched Mint Mark).
If I can find some old links showing better examples of the differences I will post them here for you.

1999-Nickel-DD?

Ken Potters Website-Lots of pictures and very educational.

"Does it normally add value to the coin?"

Yes, sometimes a little, sometimes a lot.

Not possible to be an RPM. Those stopped around 1990 with a change in the minting process that took away hand punching the mintmarks into the dies.

It's also not a doubled die. That would affect much more than just the mintmark, and would have very obvious notches at the corners of the letters with that much spread.

It's just Machine Doubling. It's flat, shelf like, and doesn't have notching at the corner. It also takes awy from the normal size and shape of a P mintmark.
