I really don't know the difference between the two. And is it considered just a damaged coin?

Would-This-Be-A-Die-Chip-Or-A-Cud?

It's a die chip. A Cud would have to be touching the rim (a Cud happens when part of the edge of the die chips away).

I would call that a die chip causing your filled 9.

The post that would shape the center of the 9 has broken off and chipped away to leave the area in question un-shaped.

Are they collectible? I'll be honest... Aside from doubled dies, missing mint marks, rotated reverse, incorrect planchets, and really off center strikes, I don't know what's a collectible error or not. I know they'll try to sell anything on ebay, so I don't use that as a reference if I can help it.

Is there someone out there that just *has* to have a 1960 with an unshaped 9?

This kind of die chip (filled letter, digit or mintmark) is fairly common, so it wouldn't carry a big premium.
