Those are from a die clash. The outside part of the die is the fields. When there is no planchet between the dies and the dies strike they hit each other. Sometimes more than one time or other may clash and bounce. The obverse portion creates an outline of the fields on the reverse and vise versa. Just the out lines of the devices show as the higher rielf on the coins is deeper into the die. These don't touch. Just the fields/device outlines make contact. Usually these dies are removed and polished to cover the clash lines, but with 30 strikes no per second some get through. Sometimes not all clashes are removed and many are forgotten/left to prevent over polishing the die. On overlay of the die pattern on how they are positioned during a clash may look like this:
