I'm thinking that it means obverse rotated. The obverse is the front side of the coin, and the die that struck the coin could have been rotated so that the obverse and the reverse aren't lined up. See if they are or not.
yes thats what I would think it meant, usually they say the Reverse is the one rotated but someone decided it was the other way around on this coin, still has the same results though, the dies aren't lined up
