I won a grab bag special on ebay and received a proof 70 1985 Washington quarter. Is International Numismatic Bureau company reliable with their grading?

I have never heard of them.

The top three TPG's are PCGS, NGC and ANACS

It seems like every single one of the coins in their holders is given the 70 grade.

Unless it is one off the older, reliable and well established grading companies, avoid them like the plague.
