It looks more like XF 40, a few marks and stains but a nice coin.

It has a really good strong shield, but is probably not above XF40

EF-40 with scratches in the field probably closer to VF money. Probably an old cleaning as most coins of this era have had by now. THe reverse looks strange in spots, maybe some corrosion at one time, sat in a pool of liquid of some sort in a drawer for many years possibly? I have a few Morgans that sort of look like that too.
