MS-63 but the scratches effect the grade.

i am not trying to question the wisdom or experience of others (just trying to get a grip on grading),

but how can a coin with so many scratches be considered mint state? (do they leave the mint looking like this?)

i dont think I've ever seen a penny fresh from a roll look like this, wouldn't it have to have seen circulation to get in this kind of shape?
