2009 P Puerto Rico Quarter Possible Doubling On Ear, Not The

After extensive searches I was unable to find anything like it. There is what looks like to be doubling in the upper right corner of the ear. I have not seen any other Coins with this abnormality, not even on other coins or web sites.
