1995 Penny Error?

another possible error I found today while looking through my penny's, can anyone tell me if this is an error and if so worth anything?

I need images of the whole coin, obverse and reverse. What you have is either an underpressure strike or something filling the dies. This has nothing at all to do with doubled dies.

Oh...and furthermore...doubled dies ARE die varieties. You can't have one or the other. And a "variety" is a difference in design used within the same year, such as large date/small date or filled S/clear S. This coin has nothing to do with either - doubled die or variety.

I will get more and better pictures soon,tomorrow, maybe Sun. have to run to an appt. but I will say I didnt think it was double die, from what little I have seen of the 1995 double die this looks nothing like it but it does have some major issues and very intriguing for a new guy.
