Off Center Strike Penny Question

Found my first off center strike penny. Only a partial date 199?. My question is this - why, when it weighs the correct amount, is it thinner than a regular penny and appears to have a slightly larger circumference?

When it was struck, the collar was not able to engage because it was off center. This let the metal squoosh out more during striking because the collar wasn't containing it.

The 1999 was always the common year I've seen. But without a date we will never know what it could have been.
