If 50,000 examples of the 1909-S VDB have survived out of a total mintage of 484,000, the percentage of survivors is .010.

If 10,000 examples of the 1937-D Three-legged variety exist out of a total mintage of 17,826,000, the percentage is .00056.

A tentative mintage number may be inferred
from this result.

The public was aware of the existence of the error early on, so it may be presumed that the survivor rate of 10,000 closely approximates a mintage number.

10,000 compared to 484,000.
This explains the rarity question.

The mintage of 17,826,000 is irrelevant.

[I took these number from the PCGS CoinFacts site. ]
Rest in Peace

The nickel isn't considered part of the set by many, plus there are lots more Lincoln collectors.

Almost everyone that collects coins either now collects Lincoln Cents or at one time did. Possibly many millions are out there looking for that 09S VDB and don't even care about or know about the 3 legged Nickel.
And the 1936D 3-1/2 legger is worth a lot, lot more.
