Looks like it is a proof condition coin not a SMS. Did they even make SMS coins in 1964?, I thought it was 1965-66-67.

Currently the PCGS Population report shows 22 Lincoln cents, 18 Jefferson nickels, 22 dimes and 28 Kennedy half dollars graded as 1964 SMS.
This coins has a definite satin type finish, no real reflective surfaces like a normal proof. The photos do not represent how good this coin looks in hand.

As John1 said, SMS were issued 1965-66-67. Looks like you might have a 1964 impaired proof.

That is a proof cent, the fields are a bit hazy so the brilliance is reduced slightly. Genuine 1964 SMS cents display light die polishing lines in the fields, completely absent on your coin.
