I found this earlier today, I'm wondering if it's a re-punched mint mark? Or is it zinc rot? But didn't zinc pennies start in 1987? I know the pics are bad, but it looks like doubling in person. Thanks.

That is split plating. With the plating spit it exposes the zinc to air. The zinc states to rot.

as for the second question, zinc cents started in 82. there was both copper cents and zinc cents in 82, then all of 83 were zinc cents.

Minor correction on your typo.

Both copper and zinc cents were minted in 1982. Starting in 1983, cents for circulation were with zinc.
