Looks like a nice toned and frosted or cameo proof, that dark spot kind of sticks out on an otherwise pretty nickel.
The step count is generally unimportant as most proofs have plenty of detail. I assume that is why you include a step image.
Looks like it is in a graded slab? If we are supposed to guess the grade, I guess it is PF65 cameo.

No it is not slabbed. Just in a 2x2. Cracked out of mint set I got for $2.00 at flea market. Waiting on my air tite holders, don't like just leaving it in 2x2. But, snail mail. It is not toned, just the pic, the coin is like the bottom picture, mirror field, frosted devices.

PR-65 looks about right. I don't know if I would give it a Cameo distinction...Jefferson is too shiny, does not appear frosted like the Montecello does. I would believe that the tie would go to the non-Cameo?
