It is possible that the blank was missing the clad layers. However, this can also be the result of someone removing the clad layer, usually with acid. If you post a picture the experts here can probably tell you which you have.
Several explanations. The outer layer was removed by someone. Usually for fun Or it could just be a plated coin, also made for fun. Unlikely it is an all Copper coin though. If you had a sensative scale you could weigh it. Less than normal weight would indicate the outer layer has been removed.
