It is aftermarket packaging from the Postal Commemorative Society but with a tiny thumbnail photo, there is no way to see details of the actual coins.

the layout of the coins, look much like the packaging of an uncirculated set.

PNC's (Postal Numismatic Covers) are very popular in Australia.

The Australian Post Office and the Royal Australian Mint frequently get together commercially, and issue combined postal / numismatic covers.

They have equal official recognition as a Government issued Postal Cover, and a new uncirculated coin issue by the Mint.
