Looks good to me. I see notching on that serif, so I don't think it's just MD or something.

How can you tell a D/D as compared to a D/S?

It can't be a D/S overmintmark since San Francisco was not striking coins in 1960. No San Fran Mint production= no need to pull an S punch out the drawer in the Philly die shop.

In addition to the fact that the extra features can easily be matched to the size and shape of a D - not an S.

Looks like it could possibly be 1960D-1MM-038, but that's sort of a stretch given the admittedly poor lighting in the image.
