1981 Penny Error

I came across this penny in my change, it looks like it missed the plate. On the bottom seems off and the top of letter are almost hitting the rim of penny. Is this just a regular coin?

It's not missing a plate because it's not plated. Copper plated zinc core cents did not start until 1982 when they minted both copper and copper plated cents. Your coin has a slight MAD (misaligned die).

IMO the die has to be uncentered to the point where some of the design is missing off the edge of the coin for it to be an error. This is just an acceptable strike and not an error.
