This coin looks like it was pushed hard on the outside rim, where the stars are printed and this compression sent an imprint to the surface of the coin, mostly visible on the reverse.

Your title reads quarter not dollar and yes I have a few of these but a different year. It is caused by the edge lettering being too close to one side of the coin. No added value I don't think but I am hanging on to mine for now.
