Consider location of the affected area. On the States quarters and the ATB Quarters, they are all single squeeze dies. What does that mean? The hub/die creation only happens once. Most of the doubled dies on the single squeeze dies are confined to the center of the designs. The ear and last side of the motto on the obverse. And the central areas of the design on the reverses. So the date is not in that area, but more towards the out areas, having the DDD (Die-Deterioration-Doubling) showing on the aging dies. The distiortion is towards the closest rim direction. That is what you are seeing in the date on this coin.
