I was looking at this auction on ebay as I try to educate myself on what to look for with coins and this just doesn't look right to me. What is up with this coin? Or am I seeing something that isn't there?

So that is just someone rubbing some silver polish in or are they dipped in something? I can see how you start to pick up on these things as you look at more and more coins but I can also see how people that don't research first make mistakes.

With silver coins you need to know what they are talking about when they are called "crusty". It's original finish with some aging thrown in the mix. Best thing is to look at coins you know are original (slabbed coins) to learn the correct look of coins that are not messed with. Buffed coins are the opposite of crusty.

Horrible photograph. Excessive shine. Lousy angle to take photo. Possibly buffed with auto polish or Walmart Jewlery cleaners. Over priced.
Other than that, I see nothing wrong.
