I know this is probably PMD, but I can't figure out how it could be done with no other apparent damage to the coin. I took the photos quick, so they aren't the best, but other than the copper wash worn off the rim on the reverse, there is no damage to this coin, other than what looks like a partially reeded edge. I can try to get other pics of other parts of the edge, but the reeding is erratic; some places it's just rough, and in a few the reeding is clearly apparent. Any thoughts?

hard to say with that image. Too much zinc makes for an ugly coin sometimes. How in the world would it be possible for a penny to get ridges?

Reeded edge Lincoln = not possible. Just looks like a very good strike (EDS) with normal circulation marks...IMO.

Looks more rippled then reeded to me. Maybe a platting issue?
Coin counting/wrapping machine issue?

It is really hard to convey in photos. Turning the coin so as to look at the entire edge it really looks the the coin was supposed to be reeded. Somebody could use some sort of machine to do it post-mint, but I would think the coin would show other damage from the effort. I say "supposed to be reeded" because it is very faint. Doesn't look at all like the edge of, say, a newly-struck dime. Kind of looks like the edge of some dimes that have been in circulation for 40 years or so.
