It's a die clash,What you are seeing is the outline of the memorial bldg from the reverse that transferred its design to the obverse die. When the two dies make contact without a planchet in place they transfer there design to each other.

On the reverse you can see the outline of the above N on ONE.

Also on the obverse you can see the base line behind the head and roof next to date.

That was my first clash find. I really like them now, mostly because they told me how it happens at the mint.

I found it interesting the position of the column on the OP's
coin. Depending on which column it is. How far east or west it is placed. Something gave way side to side there on the punch. Or maybe when the dies clashed in the first place.

Yes, that's what I was looking at (Coop's overlay)
Seems if #9 it is furthur away than #10 is nearer.
Just noticed how it is just touching the back of the hair.
