Likely it's just environmental damage.

I've found coins like this before. It seems to happen when a coin is buried in wet mud for a while.

Looks like bead blasting to me. The finish is too even on both sides.

Bead blasting is damaged right? I mean then it has no value to it. Other then a quarter :)
