Let's please get our numismatic terminology correct ...
This coin exhibits a Mis-Aligned Die (MAD) strike on the obverse ... for the 1983
LMC the obverse was the hammer die while the reverse was constrained in the collar.
MAD occur when the hammer die is off-set from the anvil die (reverse in this case) ... and the strike is contained within the collar ... such as this coin where the reverse strike is normally centered.
An off-center strike is when the coin is not constrained in the collar and both sides are off-set an equal amount.

LMC is a minor MAD ... I would keep it as a fun roll find ... but it is not worth much of a premium.
