Possibly that or a faulty planchet to begin with, however I do notice that particular bit of rim appears to have taken a knock and flattened a bit. Could be as a result of that knock, I don't know for sure.
One other possibility is a Rim Burr, but I don't see where a slice has come off the rim. Check here:
