It doesn't match any known doubled dies for the date. We'd need closer pictures to be sure, but it looks like Machine Doubling to me.

It looks doubled to me don't know if that is an nick in the I but that 9 defenitly looks doubled.

No it is not a nick. I think it is just a shadow really of where the one 1 is higher then the other...but both are raised but one on top of the other one slightly over more.

Try holding a loupe up to the camera. I took this with a loupe held up to my cameraphone:
