Counterstamps are probably most prevalent on early copper coins where they were used for advertising purposes. Counterstamps could also commemorate events like Apollo 13 posted by CaptainFwiffo or the Bicentennial posted by Fuzzy317. This Seated Liberty quarter most likely commemorated the Centennial-

Not quite. If the stamping is done by a private individual or business for the purpose of decoration, advertising etc then it is a counterstamp. If it is done by a government to re-value the coin or it mark it as being acceptable for use in a different area/country, then it is called a countermark. And if it is done by an individual or business for the purpose of guaranteeing genuineness or value it can be called a chopmark.
