Should I be concerned about scams or modified/counterfeit U.S. Mint sets on ebay? The seller has 88,000+ positive ratings but it sounds too good to be true for $165. How can these sets be sold for less than what the U.S. Mint charges?

Here's the 1999-2008 U.S. Mint Proof Sets I am looking at:

This looks legit to me. Most of the regular issue proof sets with no silver or special coins in the set have really dropped in price after a few years. And since the State Quarters have ended, the price of these sets have declined due to less demand. Hence the "bargain" price.

If you are looking to acquire a complete set of State Quarters in proof all at once, this could be a good way to go. You will get the rest of the coins for these years also. If you are ONLY looking for the quarters in proof and not the others, you should look specifically for the quarter only sets.

Yeah, most sets drop in price after a few years.

It is pretty amazing how many sets he is selling too. It is more shocking on how much the price of each set has dropped.

At one of the coin shows I go to there is a dealer with a table full of them. He told me they just don't sell anymore. People may buy one as a gift now and then but they really take up a lot of room if you try collecting all of them. And many people take them out of the original package from the Mint so they are even worth less.

Most of them in that date run can be had for about $10 or under a set. The only set that's worth more than issue price is the 2008 going for as much as $35-$40, but it too is not rare. More collectors are switching away from the base metal (clad) sets to the 90% silver sets or to PMs entirely, so there is a market glut of these sets and nobody is buying them right now. $165 is just a touch overpriced, IMO. If I really needed these coins, I would pick and choose the nicest untoned cameos I could find, otherwise $125-$130 is a more reasonable figure for sight unseen sets.
