A filled D is not usually an indication of an RPM. The typical causes are either a worn mintmark punch or a broken post(die chip) in the incuse mintmark on a die. Another problem is that you are comparing coins from two different years, you should always compare coins from the same year. 1962s and 1968s did not have the same Denver mintmark, the punch style was different.
