I think its circulated. There appears to be wear on the lower edge of Lincoln's jacket.

I think that the plating has been stressed inside the rim, when the blank was being rimmed to convert it into a planchet. That seems to explain those concentric ridges close to the rim.
The production of copper plated zincolns seems to be causing no end of troubles for the Mint. Best that their production be discontinued. Would save heaps for everyone.
Even in transactions, my accountant son has remarked that it cost more than one cent each time.
Most Cents these days are found in good condition, because they see so little circulation for each coin. There is a nick under the steps of the Memorial building, and there are a few minor rim bumps.

Are those scuff marks or just the reflection, on the obverse, at the bottom of Lincoln's jacket?

That is a really nice 1980s Zincoln, the vast majority of them are plagued by split plating, plating bubbles, and carbon spots. Quote: There appears to be wear on the lower edge of Lincoln's jacket.

If the coin was worn, it would most definitely not be a full Red coin, it would be at least RB if not full Brown. The "scuff marks" are the original surfaces of the planchet, this coin was slightly weakly struck and there is also a flat spot in the hair as well indicating a weak strike. I appreciate all the honest opinions I'll just put this one in a 2x2 and not in my book its way to nice unless y'all think I should put it in an airtight container
