one thing I got problem with it is it weight 4.6 gm perfect weight and this could be also a mint error this marks are evenly all around need a mint press to be able to leave the surface evenly. open for more suggestions thanks guys

goly1382, a proper  should have been in order earlier :-) Sorry to say but it's nothing more than PMD. Someone/something severely affected the coin with damage outside the Mint. Your coin appears to have VG+-F details however, it's value has been greatly reduced because of this.
