Yes.

Coins that travel across the country almost always are down to high end AU but the quality issue applies to uncirculated coins from both mints. It's not only the quality of the coins but production qualities as well. Note that most of the DDO's and other error and variety coins issue from Philly. They simply are not doing as good a job as Denver on any parameter.

We should keep in mind that a great deal more work goes on in Philly and this could play some role in the difference. It's possible Philly operates on some other playing field but their coins don't come close to Denver in quality. The difference has narrowed substantially in recent years but it still exists.

Denver has more smog than any city I've ever seen. I was amazed the first time I saw it.

Seriously, over the years I have found a number of business strikes from the Denver mint that have mirror-like surfaces. I always have to look twice to make sure these are not proof issues that were put into circulation.
All of the recent D mint pieces I have in my collection are pulled from circulation, and many of them are gems! Unfortunatley, I usually don't start seeing coins from Philly showing up here in Colorado until late in the year, and these are usually fairly battle worn by the time they circulated across the Mighty Mississip. I'm sure you folks in the Eastern US experience the same thing with Denver pieces.
