Hi everyone,

At very close observation the following is what I see with this 1983 penny:

a bubble line that runs through beard and tie causing an extra blob on chin and a blob tie, the eye is incomplete w has a crack over it and the reverse parts of united states of America are touching the rim

That is what is called a gas bubble , even though its not round it happens to Zinc Lincoln cents Which started in 1983 very common. The coins are made mostly from zinc with a very thin layer of copper electrochemically plated on the zinc.
It is not considered an error. The letters being close to the rim are not an error either, unless the whole rev was off center and the letters were clipped off (which would be an error depending on the extremity of the offset)Here is a link for errors:

Your blob is just a gas bubble - caused by a streak of contaminant on the zinc core when it was plated.

The "incomplete eye" is probably due to the fact that Lincoln's portrait was not very clear on any cent minted in 1983. Compare it to another few 1983 cents and I'm sure you will see that they are the same.

The letters "touching the rim" on the reverse appear not to be touching the rim - I see a gap all the way around.

Basically by all appearances this coin is completely normal.
