Its not trail dies or die deteriation its some form of Mechanical Doubling. I find these from time to time they look neat like the letters melted and slid. I find more of these on the State Quarters lately.

Sorry my bad then I just remember Mike Diamond talking about something similar to that and said it was MD but I looked at the post he was talking about and the MD he was talking about looked similar to dropped letters.
